NANP Administration System (NAS)

What is NAS?

The NANP Administration System (NAS) is a system used to submit various numbering resource applications, collecting numbering resource utilization, and forecast data and issuing notifications on numbering related matters.

Who is eligible to register for NAS?

Service providers that are authorized to direct access to numbering resources by the appropriate regulatory authority. Regulatory bodies and entities that have oversight on numbering and 911 related matters.

As a consultant for one or more service providers, what is required to register?

All consultants who register as a new NAS user must have a letter of authorization (LOA) on file for each service provider for whom they intend to submit requests.  The LOA shall:

  • be on the SP client’s company letterhead,
  • provide the date the letter is signed,
  • list the authorized consultant’s name (or consultant company name)
  • specify that the consultant is authorized to access NAS on the SP’s behalf
  • identify all Operating Company Numbers (OCNs), Parent Operating Company Numbers (OCNs), National Emergency Number Association (NENA)IDs, and Interexchange Access Customers [IACs aka Access Customer Name Abbreviation (ACNA)] under the ownership of the SP client that the SPC user has authorization to add to their user profile and submit and view data for in NAS, and
  • contain the first and last name, email, and phone number of the authorized representative, and
  • be signed by an authorized representative (e.g., officer of the company) of the SP client.

The LOA should be emailed to support@nanpa.com.

When an LOA is not on file for the SP client, the registration shall be rejected. When one or more Operating Company Numbers (OCNs), National Emergency Number Association (NENA)IDs, and Interexchange Access Customers [IACs aka Access Customer Name Abbreviation (ACNA)] under the ownership of the SP client is missing from the LOA, the item missing shall be removed from the SPC user’s registration.

Can more than one person share a NAS username and password?

Usernames and passwords cannot be shared. If NANPA determines that you are sharing your username and password, the account will be immediately disabled.

If I forgot my password, how can I obtain a new password?

From the NAS log in screen, select Forgot Password to request a temporary password.

If I forgot my username, how do I recover it?

From the NAS log in screen, select Forgot Username to request your username.

Can I change my username?

Usernames cannot be changed.

What if I keep trying to log in and keep getting an error message?

Contact NANPA Customer Support at 1-866-623-2282.

How often do I need to reset my password for NAS?

NAS passwords expire every 180 days from the date of issuance. You will receive an email notification 30 calendar days prior to password expiration. You must log in to NAS and reset your password within 30 calendar days of receiving the initial “Password Expiration” notification.

Is there a time-out feature in NAS?

The system will automatically log you out of the system after 20 minutes of inactivity, however, it will provide a warning, 5 minutes prior to logging you out, which you can extend by selecting “OK”.

Numbering Resource Utilization/Forecast (NRUF)

How often do I need to file an NRUF FCC Form 502?

All reporting carriers must submit an NRUF FCC Form 502 semi-annually, on or before February 1 for the reporting period ending on December 31, and on or before August 1 for the reporting period ending on June 30.

Who is required to file an NRUF?

All carriers that receive numbering resources from NANPA, must report utilization and forecast data. In addition, carriers that receive intermediate numbers must report utilization data for such numbers in their inventories.

What are the NRUF FCC Form 502 submission methods?

There are three submission methods supported by NAS: REST API interface (Application Programming Interface), SFTP interface (Secure File Transfer Protocol) and web-based User Interface.

Do I need to be registered in NAS to submit an NRUF FCC Form 502?

To submit an NRUF FCC Form 502, you must be a registered user of NAS and the account must be in an active status.

When uploading the FCC Form 502 in NAS, what is the file naming convention?

When uploading the NRUF FCC Form 502 in NAS, the file naming convention must be OCN.MMDDYYYY.NRUFGEO.xlsm or OCN.MMDDYYYY.NRUFGEO.xlsx for the Geographic (CO Code and Thousands-Block Resources) NRUF FCC Form 502 and OCN.MMDDYYYY.NRUFNONGEO.xlsm or OCN.MMDDYYYY.NRUFNONGEO.xlsx for the Non-Geographic (5XX/9YY Resources) NRUF FCC Form 502.

NOTE: The file extension .xlsm or .xlsx does not need to be typed.  The extension is added when saved and should not be included more than once, e.g., OCN.MMDDYYY.NRUFGEO.xlsm.xlsm.

What date should I use for the FCC Form 502 file name?

The file date must not be greater than or less than one day from the date of transmission.

Which FCC Form 502 do I complete, the geographic or non-geographic?

If you have geographic numbering resources i.e., CO codes and thousands-blocks assigned to your OCN within the U.S and U.S. territories, then you complete the geographic FCC Form 502. If you have non-geographic numbering resources i.e., 5XX-NXX/9YY-NXX numbering resources assigned to your OCN then you complete the non-geographic FCC Form 502.

Why is there an NPA-NXX on the NRUF Utilization Missing Report (UMR) when I reported on the assigned/retained thousands-block(s) in the FCC Form 502?

The CO code holder must report on all ten thousands-blocks regardless of whether a thousands-block is assigned to, or not retained by, the reporting service provider. If the CO code holder has donated a thousands-block, then an “X” must be indicated in the “Donated to Pool” column on the U1 form. If you do not report on all ten thousands-blocks, the CO code (NPA-NXX) will remain on the UMR.

Why did I receive an error indicating I need to complete the appropriate forecast worksheet?

When submitting the FCC Form 502 a forecast is required when completing Form U1 or U2. If you do not foresee a need for additional numbering resources, complete the forecast by entering zeros for Year 1 through Year 5 on the appropriate growth forecast worksheet (Form F1B, F2B, or F3B). If you attempted to submit the forecast form, please ensure you started on the header row, row 22. This is required for NAS to read/process the worksheet.

Why did I receive an error for a worksheet in the FCC Form 502 that was not populated?

If a worksheet is not populated, the prepopulated data in the header row must not be deleted or modified. The header row on the utilization worksheets is row 21 and on the forecast worksheets it is row 22.
