Reclamation Procedures
Thousands-Block (NPA-NXX-X) & Central Office Code (NPA-NXX) Reclamation Process
Per Section 11 of the ATIS-0300119, Thousands-Block (NPA-NXX-X) & Central Office Code (NPA-NXX) Administration Guidelines (TBCOCAG), all service providers must certify that CO codes and thousands-blocks have been entered into the LERG™ Routing Guide (LERG) and have begun to activate and assign numbers to end users (FCC 00-104, ¶240).
If NANPA does not receive the Confirmation of Thousands-Block (NPA-NXX-X) or Central Office (CO) Code (NPA-NXX) In Service – Part 4, during the first five months following the original effective date issued on the Part 3, NANPA will send a Part 4 Reminder Notice to the CO Code and/or thousands-block holder. The notice will instruct the CO Code and/or thousands-block holder to submit a Part 4 by the Part 4 due date or be subject to having the CO Code and/or thousands-block reclaimed. Part 4 status may also be reviewed in NAS.
If the CO Code and/or thousands-block was not placed in service within six months of the original effective date returned on the Part 3, the assignee may apply to the appropriate State regulatory authority or FCC point of contact for an extension. The NANPA cannot accept delinquent Part 4s for CO Codes and/or thousands-blocks without regulatory approval.

Carrier Identification Code (CIC) Reclamation Process
Per Section 6 of the ATIS-0300050, Carrier Identification Code (CIC) Assignment Guideline, NANPA must initiate reclamation of a CIC if an assignee fails to return a Confirmation of CIC In Service – Part 4 form within six months after the assignment date of the CIC. The decision whether to reclaim a CIC or grant an extension is made by the appropriate regulatory authority which in the U.S. is the Federal Communications Commission (FCC).

5XX-NXX Reclamation Process
Per Section 7 of the ATIS-0300052, Non-Geographic 5XX-NXX Code Assignment Guidelines, NANPA must initiate reclamation of a 5XX-NXX code if an assignee fails to return a Confirmation of 5XX-NXX Code In Service – Part 4 form within six months after the assignment date of the 5XX-NXX code. The decision whether to reclaim a 5XX-NXX code or grant an extension is made by the appropriate regulatory authority which is the FCC.

9YY-NXX Reclamation Process
Per Section 8 of the ATIS-0300060, 9YY NXX Code Assignment Guidelines, NANPA must initiate reclamation of a 9YY-NXX code if an assignee fails to return a Confirmation of 9YY NXX Code In Service – Part 4 form within six months after the assignment date of the 9YY-NXX code. The decision whether to reclaim a 9YY-NXX code or grant an extension is made by the appropriate regulatory authority which in the U.S. is the FCC.
