Alliance for Telecommunications Industry Solutions (ATIS)
ATIS is an industry standards body. The ATIS website has information related telecommunications related committees and initiatives. The following ATIS committee is important for numbering:
- Industry Numbering Committee (INC)
INC documents include assignment guidelines for numbering resources and other reports related to numbering.
Canadian Number Administrator (CNA)
The CNA is the Canadian number administrator.
Canadian Radio-Television and Telecommunications Commission (CRTC)
The CRTC is the Canadian regulator.
Federal Communications Commission (FCC)
The FCC is the United States regulator and oversees the administration of the North American Numbering Plan (NANP) resources. Within the FCC website there are several pages related to numbering, including:
- FCC Form 499
The FCC Form 499 page provides an address and telephone number for each provider and identifies whether the provider offers local, wireless or toll services. The listed providers are those filing FCC Form 499-A, Telecommunications Reporting Worksheets. - North American Numbering Council (NANC)
The NANC is a federal advisory committee that provides analysis and recommendations to the FCC on numbering issues. The NANC website includes the charter, meeting minutes, and membership lists.- NANC Chair
The NANC Chair website contains presentations and reports provided to the NANC on issues currently being addressed by the Council. - Number Administration Oversight Working Group (NAOWG)
The NAOWG is a permanent, standing working group assisting the NANC in its numbering administrator oversight responsibilities, such as those relating to the North American Numbering Plan Administrator (NANPA), the Reassigned Numbers Database (RND), as well as the North American Numbering Plan Billing and Collection Agent (NANP B&C Agent).

International Telecommunication Union (ITU)

MIN Block Indicators (MBI) Administrator
The MBI Administration manages Mobile Identification Numbers (MIN) Block Indicators (MBIs) for US and Puerto Rico wireless service providers (WSPs).
National Association of Regulatory Utility Commissioners (NARUC)
NARUC represents the state public service commissions who regulate utilities that provide essential services, including telecommunications. The website contains information regarding meetings, events, committees, resources, and resolutions.

National Exchange Carriers Association (NECA)
NECA is a membership association of U.S. local telecommunications companies. NECA administers the FCC’s “access charge” plan to ensure telecommunications and broadband services remain available and affordable in all parts of the country. NECA also the administrator of Company Codes.
- Company Codes are used to uniquely identify telecommunications service providers per industry standard ATIS-0300251, Codes for Identification of Service Providers for Information Exchange. NECA assigns all Company Codes. Company Codes are also known as Operating Company Numbers (OCNs).
National Emergency Number Association (NENA)
NENA is the only non-profit professional organization solely focused on 9-1-1 operations, technology, education, and policy issues.
North American Number Plan (NANP) Fund
The NANPA is a numbering scheme for the Public Switched Telecommunications Networks (PSTN) within the United States, Canada and participating Caribbean countries. The NANP Fund was established to cover the costs of the NANP and is funded by United States telecommunication service providers, and from Canada and Caribbean member countries. Section 52.17 of the Federal Communications Commission's rules state that all telecommunications carriers in the United States shall contribute on a competitively neutral basis to meet the costs of establishing numbering administration.
Number Portability Administration Center (NPAC) – United States
The NPAC facilitates local number portability, the ability to change service providers while retaining the telephone number in the United States.

The NPAC facilitates local number portability, the ability to change service providers while retaining the telephone number in Canada.
Number Portability Industry Forum
The NPIF works with the Number Administration Oversight Working Group (NAOWG) on any issues that require the involvement of the NANC and continues its mission to manage processes /procedures, and any issues related to number portability in the United States.
Reassigned Numbers Database (RND)
The RND is the FCC’s database of permanently disconnected numbers and was established to address the problem of unwanted calls to consumers with numbers reassigned from a previous customer.
Short Code Registry
The Short Code Registry is a single database of available, reserved and registered codes. CTIA, the wireless trade association, oversees and administers the Short Code Registry.

Somos is the Toll-Free Number Administrator (TFNA).
