How do I extend my Part 4 due date?

To extend a Part 4 due date, you must contact the appropriate regulatory authority  to request a Part 4 extension.

What is the purpose of the Part 5 form? As a Code Holder, why do I receive the “Part 5 Approved by NPAC” emails?

When a Thousands-Block is disconnected/donated via a Part 1 request or reclaimed by the regulatory authority, NANPA will complete sections A and B of the Part 5 form and forward it to the NPAC. The NPAC will then complete section C of the Part 5 form and notify NANPA, the CO Code Holder, and the Thousands-Block holder that the Thousands-Block has been removed from the NPAC. The CO Code Holder is part of this notification process so that they can provide the blank and vacant code announcements for this Thousands-Block.

How do I submit an OCN modification at the request of NANPA to become the new Thousands-Block Holder for an over contaminated thousands-block?

In NAS, from the Thousands-Block/CO Code toolbar, select Thousands-Block Requests then select Thousands-Block Modification Request. From the Type of Change screen, select OCN: Inter-Company (Transferring resource from another Company) or OCN: Intra-Company (Updating OCN within my Company) and select this checkbox, “This modification is in response to a request from NANPA to become the new Thousands-Block Holder.”

If I need to return a Pooled CO Code and the Thousands-Blocks within that CO Code, what’s the process?

You will need to submit a CO Code Disconnect request and a Thousands-Block Disconnect request for all assigned or retained Thousands-Blocks within the Pooled CO Code that you are disconnecting.

When submitting an “OCN: Intra-Company (Updating OCN within my Company)” modification, do I need to provide any additional information?

You must provide the reason for the change e.g., merger/acquisition, OCN change within company, or other using the “Comments” field provided. For any reason other than merger/acquisition, you must also state in the “Comments” field that there are assigned numbers.

How do I request voluntary thousands-block disconnects?

In NAS, from the Thousands-Block/CO Code toolbar, select Thousands-Block Requests, then select Thousands-Block Request. Complete the Service Area screen, if the inventory needs to be replenished, then NAS will present the Pool Replenishment Needed screen. From this screen, select Request NANPA to seek voluntary disconnects, then the Next button. NANPA will then seek voluntary disconnects from service providers with resources in the State, NPA, and Rate Center. NANPA requests that you wait at least 14 calendar days before proceeding with the application to allow time for NANPA to received and process the disconnect(s).

How often do I need to submit a p-ANI forecast?

Per ATIS-0300089, P-ANI Administration Guidelines, Section 6.0, " P-ANI Assignees and p-ANI Applicants shall submit their P-ANI Forecast Report (Appendix 1) to the RNA on a semi-annual basis on or before April 1st for the period of April 1st of the current year through March 31st of the following year, and on or before October 1st for the period of October 1st of the current year through September 30th of the following year."

If you do not have a p-ANI forecast on file at the time you are submitting a request for p-ANIs you must submit a p-ANI forecast prior to submitting your request. 

Once I submit a p-ANI forecast, can I change it?

p-ANI forecasts may be updated at any time.

If I made an error on my p-ANI forecast submission, can I have that forecast removed?

p-ANI forecasts may not be deleted once submitted; however, you can modify your p-ANI forecast with the updated information.

What type of documentation do I need to include with my New p-ANI Request?

When requesting p-ANIs, you must demonstrate that your company is permitted under applicable law to access p-ANI resources in the area for which the p-ANI resources are sought by submitting one of the following documentation at the time the new p-ANI request is submitted:

  • A wireless service provider applicant shall provide a copy of its FCC license, showing that it is authorized to provide service in the area in which it is seeking resources. In the case that the name on the license does not match the SP’s name on the application, the applicant shall provide documentation linking the name on the application with the name on the license.
    •    If a wireless service provider provides a non-exclusive 3650-3700 MHz Radio Service nationwide license, it shall also provide a 3650-3700 MHz Service Registration Acceptance Letter from the FCC to establish both that it has registered fixed sites and base stations, and the location of those sites.
     
  • Any entity that requires p-ANIs to comply with any state or federal order and that has been certified as a CLEC by a state shall provide a copy of its state certification showing that it is authorized to provide service in the area in which it is seeking resources. In the case that the name on the CPCN does not match the SP’s name on the application, the applicant shall provide documentation linking the name on the application with the name on the CPCN.
     
  • An interconnected VoIP service provider applicant shall provide a copy of its FCC nationwide authorization.
     
  • A VPC provider applicant shall provide documentation from the state or the state’s general counsel in the form of:
    1.    An order of the commission denying certification, with the reason for the denial being that the state does not certify VPC providers, or
    2.    A statement from the state commission or its general counsel that it does not certify VPC providers.  
    NANPA will then retain this information in its records for that VPC provider’s future requests for that specific state.

     

How do I exchange a dialable p-ANI for a non-dialable p-ANI?

To exchange a dialable p-ANI for a non-dialable p-ANI, submit a New p-ANI Request, specify in the ‘Comments’ field that this is a request to replace dialable p-ANIs and include the dialable p-ANIs that are being replaced.

How long is a p-ANI aged before becoming available?

The p-ANI will be made available for re-assignment after a thirty (30) day aging period from the date the request to return the p-ANI was approved.

What if I submitted a p-ANI Disconnect in error?

You may submit a request to cancel the p-ANI Disconnect as long as the p-ANI is still in an Aging status.

What if the p-ANI is no longer in an Aging status, and I need to retrieve that p-ANI back?

You will need to submit a New p-ANI request, and indicate both in the Assignment Preference and Comments fields, the range in which you are requesting to be assigned back to you.

How can I return part of an existing p-ANI range?

To return only a portion of an existing p-ANI range, send an email to support@nanpa.com and specify which portion of the range needs to be returned.
